    Every door opened from the inside. No casualties. Nothing taken. Someone was proving a point.

Where does the signal come from?

A carbon-arc lamp on the roof of Central Precinct, aimed at the lowest cloud layer on a rainy night. Perfect conditions: heavy overcast, no moon.

Why only at night?

Because fear works differently in daylight, and because the people who run this city prefer to do it after dark.
